Dear Hr. Liu:
On October
15,
1996,
the
NRC completed
a security inspection at your Duane
Arnold Energy Center reactor facility.
The enclosed
report presents
the
results of that inspection.
Areas
examined during the inspection
are identified in the report.
Within
'hese
areas,
the inspection consisted
of a selective
examination of procedures
and representative
records,
interviews with personnel,
and observations
of
activities in progress.
The purpose of the inspection effort was to determine
whether activities authorized
by the license
were conducted
safely
and in
accordance
with NRC requirements.
The summary contained
in the report
provides
an overview of our assessment
of your performance
in the area of
physical security.
The inspection
was to initiate the security core
inspection
as identified in Inspection
Procedure
81700
and to conduct
an
initial inspection of your Vehicle Barrier System.
Two violations of NRC requirements
were noted in the areas
inspected.
The
first involved multiple examples of inadequacies
in your vehicle search
program.
Two of three
examples
were identified by the
NRC inspector.
The
repetitive nature of these findings concern
us
and
may
be indicative of
broader
weaknesses.
The second violation involved an
NRC identified failure
to adequately
control personnel
access
to vital areas.
Vital area
access
was
granted to 71 personnel
that did not have
a need to have
access
to some vital
areas.
Our identification of this problem was accomplished
by simple
comparisons
of available information that could easily
have
been
completed
by
your staff.
