DUANE ARNOLD ENERGY CENTER
(REPORT
NO. 50-331/96003)
Dear Hr. Liu:
This refers to the inspections
conducted
on Harch
9 through April 19,
1996.
The inspection
included
a review of activities authorized for your Duane
Arnold Energy Center
(DAEC) facility.
At the conclusion of the inspections,
the findings were discussed
with those
members of your staff identified in the
enclosed
report.
In our last inspection report,
50-331/96002-,
we expressed
concern with the
number of human performance
problems that had occured during that report
period
and over several prior report periods.
We also noted that these
problems
had occurred during the performance of routine activities
and across
multiple departments.
During this inspection report period
we observed
some
improvement in human performance.
We also noted that two complex, multi-
departmental,
activities accomplished
during this period
replacement
and nitrogen valve handswitch
work) were well planned,
coordinated,
and
implemented.
We will continue to monitor your progress
in
this area.
No violations of NRC requirements
were identified during the course of this
inspection.
In accordance
with 10 CFR Part 2.790 of the NRC's "Rules of Practices,"
a copy
of this letter and the enclosed
inspection report will be placed in the
NRC
Public Document
Room
(PDR).
