EP-FC-1001 Revision 2 Summary of analysis:
The U.S. Nuclear Regulatory Commission has issued Amendment No. 291 to Renewed Facility Operating License No. DPR-40 for Fort Calhoun Station, Unit 1 dated July 27, 2017 in NRC-17-046. This amendment authorized the revision of the Nuclear Radiological Emergency response Plan for FCS.
Enclosed is EP-FC-1001 Revision 2 which was issued 07/28/2017.
In addition EP-FC-1001 Addendum 1 was archived as part of the change as it was the operating shift staffing study. The Post-Shutdown Emergency Planning Staffing Study is on file with FCS Emergency Planning department.
Please perform the following:
Remove FCS EP-FC-1001 Rev 1, dated 3/20/2017 and replace with FCS EP-FC-1001 Rev 2, dated 7/28/2017.
Remove FCS EP-FC-1001 Addendum 1, as it was archived from FCS records as of 07/28/2017, and not part of the Post-Shutdown Emergency Plan.
BACKGROUND AND SCOPE By letter dated June 24, 2016 (Reference), Omaha Public Power District (OPPD) provided formal notification to the U.S. Nuclear Regulatory Commission (NRC} pursuant to 10 CFR 50.48(b )(8) and 10 CFR 50.82(a)(1 )(i) of OPP D's determination to permanently cease power operations at Fort Calhoun Station (FCS) no later than December 31, 2016.
After certifications of permanent cessation of power operations and of permanent removal of fuel from the reactor vessel for FCS are submitted in accordance with 10 CFR 50.82(a)(1 )(i) and (ii), the 10 CFR Part 50 license will no longer authorize reactor operation or placement or retention of fuel in the reactor vessel.
Pursuant to 1 o CFR 50.90, OPPD requested an amendment to the license for Fort Calhoun Station (FCS}, Unit No. 1. The amendment revised the OPPD Nuclear Radiological Emergency Response Plan for Fort Calhoun Station (FCS RERP) for the post-shutdown condition. The proposed changes were submitted to the NRC for approval prior to implementation, as required under 10 CFR 50.54(q)(4).
The proposed FCS RERP changes revise the on-shift staffing and Emergency Response Organization (ERO) staffing. OPPD has reviewed the proposed changes against the planning standards in 10 CFR 50.47(b) and requirements in 10 CFR Part 50, Appendix E and concludes that the standards and requirements will continue to be met.
The proposed changes to the FCS RERP are commensurate with the reduced spectrum of credible accidents in the permanently shut down and defueled condition. In order to assist in the transition from an operating facility to a permanently defueled facility, the changes are required to properly reflect the conditions of the facility while continuing to preserve the FCS Decommissioning Trust Fund and maintain the effectiveness of the FCS RERP.
The description and evaluation of the proposed FCS RERP changes are contained in. OPPD received review and approval of the proposed license amendment, and is issuing the plan change to meet the "within 60 days" implementation requirement stated in the approval.
In addition to the changes approved by the NRC in Amendment 291, administrative changes and LOA updates were also made to the plan. These changes include:
- 1. Aligning procedure titles and numbering with the FCS decommissioning plant procedures and processes.
- 2. Removing the INPO only LOA from the list of letters of agreement. Upon cessation of operations FCS is no longer a formal member of INPO but maintains a relationship in regards to FLEX and emergency response, therefore the letter of agreement solely with INPO was removed from the plan.
EP-FC-1DO1 Addendum 1 is being superseded as p~ of this change. The Fort Calhoun On-Shift Staffing Technical Basis conducted in Octooer of 2014 is being replaced with the FCS Analysis of Proposed Post-Shutdown On-Shift Staffing conducted on August 18, 2016. The latter was part of the submittal that was approved by the NRC in Amendment 291.
