EVALUATIONOF ALTERNATIVETO THE AUGMENTEDREACTOR PRESSURE VESSEL EXAMINATION-ST. LUCIE PLANT, UNIT 1 (TAC NO. M96992)

Dear Mr. Plunkett:

The U.S. Nuclear Regulatory Commission staff has reviewed the request for an alternative to 10 CFR 50.55a(g)(6)(ii)(A) augmented reactor pressure vessel examination dated April 27, 1995, and the inspection results submitted by Florida Power and Light (FPL) pursuant to 10 CFR 50.55a(g)(6)(ii)(A)(5) in a letter dated October 10, 1996.

Such alternatives are allowed under 10 CFR 50.55a(g)(6)(ii)(A)(5) and 10 CFR 50.55a(a)(3)(i) provided that the licensee submits information that supports the determination that they are unable to completely satisfy the requirements for the augmented reactor vessel shell weld examination and proposes an alternative to the examination requirements that would provide an acceptable level of quality and safety. The licensee has demonstrated in its request that, because of configuration and permanent attachments, the augmented examination of the St. Lucie, Unit 1, reactor vessel shell welds cannot be performed to the "essentially 100 percent" magnitude required by 10 CFR 50.55a(g)(6)(ii)(A)(4) or as defined in 10 CFR 50.55a(g)(6)(ii)(A)(2).

The staff has found that FPL's alternatives are acceptable pursuant to 10 CFR 50.55a(a)(3)(i) and 10 CFR 55a(g)(6)(ii)(A)(5). The Enclosure contains the safety evaluation for this action.
