Dear Mr. Plunkett:

By letter dated December 15, 1997, Florida Power and Light Company requested that the U.S. Nuclear Regulatory Commission reschedule the St. Lucie Units 1 and 2 Pilot Fire Protection Functional Inspection (FPFI) from March 1998 to June-July 1998. After careful consideration of the issues discussed in your letter, we'have determined that it is necessary to conduct the FPFI at St. Lucie as presently scheduled.

Our evaluation of each of the points included in your December 15, 1997, letter is included in the enclosure to this letter for your information.

The inspection team plans to be onsite for 2 weeks, rather than the 3 weeks stated in your letter. A 2-day information-gathering site visit, in late January or early February 1998, will also

. be necessary.

After confirming the dates for the onsite activities, the inspection team willissue a formal inspection notification letter describing the inspection process, and forward a copy of the latest draft of the FPFI Temporary Instruction.

Although Florida Power and Light Company (FP8L) was not formally notified of the Pilot Fire Protection Functional Inspection (FPFI) until November 7, 1997, NRC Region II notified your staff of the first quarter, calendar year (CY) 1998 date for the Pilot Fire Protection Functional Inspection (FPFI) in February, 1997. Also, at the March 1997 and October 1997 Nuclear Energy Institute Forums, FP8L representatives made presentations to industry regarding its preparations for the St. Lucie Pilot FPFI.

Regarding the scheduling of three pilot team inspections at St. Lucie over an 18-month period, NRR and Region II carefully considered these facts during the Region II Pilot FPFI plant selection process in early CY 1997. The benefits of inspecting the St. Lucie fire protection program outweighed any regulatory impact concerns.

Concerning the in-progress fire protection related engineering projects; the Unit 2 non-outage Thermo-Lag upgrade project is scheduled to be completed in December 1997 and, therefore, is unlikely to be impacted by the FPFI. The other four engineering projects are scheduled for completion near the end of CY 1998 and, therefore, could be impacted whether the Pilot FPFI conducted is in either the March or June-July 1998 time frames.

The basis for the FP8L estimate of 23,500 man-hours to prepare for and support the Pilot FPFI was not stated.

The inspection team willexpend only about 500 man-hours conducting onsite inspection.

It is our estimate, based on feedback from the licensees of the two reactor plants inspected so far, that no more than about 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br /> of licensee time was required to locate, retrieve and present fire protection related records for every hour of onsite inspection time.
