LUCIE UNIT 1
Dear Mr. Plunkett:
In a [[letter::L-97-140, Communicates Util Plans for Eddy Current Testing of Replacement SGs for Unit 1.Concludes That SRs of Unit 1 TS 3.4.5 Not Applicable to Preservice Insp of Replacement SGs|letter dated May 28, 1997]], Florida Power and Light Company (FPL) informed the U. S. Nuclear Regulatory Commission (NRC) of FPL's plans for eddy current testing of replacement steam generators (SGs) for St. Lucie Unit 1.
FPL had concluded that the Surveillance Requirements of St.
Lucie Unit 1 Technical Specification (TS) 3.4.5 were not applicable to 'the preservice inspection of replacement SGs and would not apply until the first inservice inspection after a minimum of 6 effective full power months of operation.
Operability of the replacement SGs would be based on a
IOOX in-shop baseline inspection.
FPL requested NRC concurrence with the operating plans for St.
Lucie Unit l.
The replacement SGs are appropriately addressed as new components and as such the guidance in Regulatory Guide 1.83 for baseline examinations for new components is adequate to ensure operability prior to initial operation.
Therefore, the operating plan described in the [[letter::L-97-140, Communicates Util Plans for Eddy Current Testing of Replacement SGs for Unit 1.Concludes That SRs of Unit 1 TS 3.4.5 Not Applicable to Preservice Insp of Replacement SGs|May 28, 1997, letter]] appears to be acceptable.
- Again, as stated previously in our letter dated June 3,
- 1997, it is each licensee's responsibility to ensure that individual facilities are operated in compliance with their license and TS and, therefore FPL management must make the determination that such operation is appropriate for the specific conditions at St. Lucie Unit 1.
