REQUEST FOR TEMPORARY RELIEF FROM ASHE CODE REPAIR REQUIREMENTS FOR ASHE CLASS 3 INTAKE COOLING WATER PIPING ST.

LUCIE UNIT 2 (TAC NO. H98163)

Dear Mr. Plunkett:

By letter dated February 21, 1997, Florida Power 3 Light Company (FPL) requested temporary relief from the American Society of Mechanical Engineers (ASHE) Code;Section XI requirements to repair ASHE Class 3 intake cooling water piping, pump discharge header 2B. Included with this submittal was the engineering disposition of the non-Code repair which was performed on this piping.

The staff's evaluation and conclusions are contained in the attached Safety Evaluation.

Prior to the completion of processing this request, St.

Lucie Unit 2 entered a refueling outage, which eliminated the conditions which

'necessitated the request for relief.

However, the results of the staff's review are being provided.for your records.
