In response to your request.
the subject inspection report has been reviewed with
special
attention
devoted to the discussion
under the "Prior Opportunity to
Identify" section of the report.
Giving the inspector's
conclusion that "the
licensee's
failure to resolve the first indications of channel
disagreement
in
a formal, technically defensible way ..
. delayed the identification" a literal
reading,
I can only conclude that in the inspector's
view, licensee failure to
address
the first indications'f channel
discrepancy
in
a formal, technical
manner
as opposed to merely advancing explanations
for the channel
disagreement
indications
delayed
identification of the
channel
miswiring.
Whether this
conclusion is itself reasonable
is for others to determine.
'"first indications" is not very specific; arguably it could encompass
the
first
and
second
channel
discrepancies
or the first through the
very last
discrepancy
noted
before the channel
miswiring was identified.
In no event
however
. can it refer to merely the first indication that was noted at 5X'power,
for the plural of indication is used.
