20555 RE:
St. Lucie Unit 1 Docket No. 50-335 In-Service-Inspection Plan Second Ten-Year Interval On October 4,
- 1996, pursuant, to 10 CFR 50.55a (a)(3), Florida Power and Light Company (FPL) requested approval of Interim Relief Request 20.
Interim Relief Request 20 was submitted by FPL letter, L-96-246.
The interim relief requested approval of a temporary non-code repair of the ASME Class 3 containment cooling unit coil, HVS-1B.
In Attachment B of our letter, the discussion of the augmented inspection stated that the structural integrity of the temporary repair would be assessed periodically during the normally scheduled containment anomaly inspections; and that the containment anomaly inspections were typically performed once every two weeks.
FPL has revised the schedule for the periodic containment anomaly inspections to, nominally, once per month.
The containment anomaly inspection interval change was made primarily in the interest of maintaining personnel radiation exposure ALARA.
The associated'ncrease in the augmented inspection interval for containment cooling unit coil HVS-1B has been evaluated and determined acceptable for the following reasons:
1)
No leakage has been identified since the temporary non-code repair was implemented approximately three months
- ago, and
- 2) the integrated component cooling water surge tank makeup and the containment sump level are periodically monitored and recorded by Operations personnel.
Therefore, the augmented inspection interval change will have no impact on fulfilling the purpose of the augmented inspections described in the relief request.
