Dear Mr. Plunkett:
This letter confirms the telephone conversation between Mr.
E.
Weinkam of your staff and Mr. C. Julian of the NRC on November 14, 1996, concerning a
predecisional enforcement conference requested by us which has been scheduled for December 10, 1996, at 8:00 a.m.
The purpose of the conference is to discuss apparent violations regarding an unauthorized individual entering the protected area after termination.
breakdown in management control of the emergency preparedness
- program, and design control deficiencies related to plant modifications of nuclear instrumentation.
The location of the conference will be at the NRC Region II office, 101 Marietta Street, N.W.
Suite 2900, Atlanta, Georgia.
Enforcement conferences are not normally open to the public.
Selected enforcement conferences are designated as open for public observation in accordance with the Commission's trial program for conducting open enforcement conferences as discussed in the Federal Re ister, 57 FR 30762, July 10.
