NOTICE OF VIOLATION Florida Power S Light Company St. Lucie 1
Docket Nos.

DPR-67 During an NRC inspection conducted on Hay 12 through June 8,
- 1996, a violation of NRC requirements were identified.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," (60 FR 34381; June 30, 1995), the violation are listed below:

'echnical Specification 6.8. l.a requires that written procedures be established, implemented, and maintained covering the activities recommended in Appendix A of Regulatory Guide 1.33, Rev 2, February, 1978.
Appendix A, paragraph 1.d includes administrative procedures for procedural adherence.

Section
- 5. 13. 1, states that all procedures shall be strictly adhered to.
Step 8. 1.28 of procedure OP 1-2200050B, Rev 26, "1B Emergency Diesel Generator Periodic Test and General Operating Instructions" requires the licensee to "complete date sheet 2 after diesel generator reaches full load and every 30 minutes there after".
Data sheet 2 identified the cooling water outlet temperature as one of the parameters that should be taken.
Contrary to the above, on June 6,
1996, the licensee the failed to record cooling water outlet temperature every thirty minutes as required by OP-2200050B.
Full load conditions were reached at 5:30 a.m.
on June 6,
1996.
Operators began taking the readings at 10:30 a.m. after this failure to follow OP-2200050B was identified by the NRC.
This is a Severity Level IV violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, the Florida Power 8 Light Company is hereby required to submit a written statement or explanation to the U.S.
Nuclear Regulatory Commission, ATTN:
Document Control Desk, Washington, D.C.
20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice).
This reply should be clearly marked as a "Reply to a Notice of Violation" and should include for each violation:
(1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results
- achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.
Your response may reference or include previous docketed correspondence, if the correspondence adequately addresses the required response.
If an adequate reply is not received within the time specified in this Notice, an order or a Demand for Information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken.
Where good cause is shown, consideration will be given to extending the response time.
