This refers to the inspection
conducted
by E. Girard of this office on
Hay
2 - 6,
1994.
The inspection
included
a review of activities authorized
for your St. Lucie facility.
At the conclusion of the inspection,
the
findings were discussed
with those
members of your staff identified in the
report.
This inspection
evaluated
your implementation of commitments to Generic Letter (GL) 89-10,
"Safety-Related
Hotor-Operated
Valve Testing
and Surveillance."
The inspection consisted
of interviews with personnel
and selective
examination of records,
procedures,
and hardware.
Based
on the evaluation
completed,
we conclude that you are in the process
of implementing
a generally
satisfactory
program in response
to
However,
as described
in the
enclosed report,
apparent
weaknesses
were identified which may require
correction.
Additionally, some aspects
of your program remain to be fully
implemented within your commitment schedule.
Therefore, further inspection of
your implementation of GL 89-10 commitments is anticipated.
Based
on the results of this inspection,
certain of your activities appeared
to be in violation of NRC requirements,
as specified in the enclosed
Notice of
Violation (Notice).
You are required to respond to this letter and should follow the instructions
specified in the enclosed
Notice when preparing your response.
In your
response,
you should
document the specific actions taken
and
any additional
actions
you plan to prevent recurrence.
After reviewing your response
to this
Notice, including your proposed corrective actions
and the results of future
inspections,
the
NRC will determine
whether further
NRC enforcement
action is
necessary
to ensure
compliance with NRC regulatory requirements.
The responses
directed
by this letter and the enclosed
Notice are not subject
to the clearance
procedures
of the Office of Hanagement
and Budget
as required
by the Paperwork
Reduction Act of 1980,
