This refers to the Nuclear
Regulatory
Commission
(NRC) administered
examinations
led by Richard S. Baldwin du}ing the period October 25-29,
1993.
The examinations
were administered
to employees of your company
who had
applied for licenses to operate
the St. Lucie Nuclear Plant.
At the
conclusion of the examination,
the examinations
and preliminary findings were
discussed
with those
members of your staff identified in the
NRC Examination
Report,
Enclosure
2.
A Simulator Facility Report is included in this report
as Enclosure 3.
A copy
of the written examination questions
and answer
key,
as noted in Enclosure
4,
was provided to members of your training staff at the conclusion of the
examination.
In February
1992,
12 candidates
from your facility participated in the Generic
Fundamentals
Examination Section.
Of the
12 examined, all passed
with a 100
percent
pass rate.
Based
upon the results of this inspection,
certain of your activities appeared
to be in,violation of NRC requirements,
as specified in the enclosed
Notice of
Violation (Notice).
In addition, the enclosed
examination report identifies
activities that violated
NRC requirements
that will not be subject to
enforcement
because
the licensee's
efforts in identifying and/or correcting
the violation, meet the criteria specified in Section VII.B of the Enforcement
Policy.
You are required to respond to this letter
and should follow the instructions
specified in the enclosed
Notice when preparing your response.
In your
response,
you should document the specific actions taken
and any additional
actions
you plan to take to prevent recurrence.
After reviewing your response
to this Notice, including your proposed corrective actions
and the results of
future inspect'ions,
the
NRC will determine
whether further
NRC enforcement
action is necessary
to ensure
compliance with NRC regulatory requirements.
