These examinations

were administered

to em'ployees of

your company

who currently hold licenses

to operate

the St. Lucie Nuclear

'Plant.

At the conclusion of these

examinations,

the examination questions

and preliminary findings were discussed

with those

members of your staff

identified in the Examination Report,

Enclosure l.

An evaluation of the St. Lucie licensed operator requalification program finds

that the St. Lucie licensed operator requalification

program

remains rated

satisfactory.

A Simulator Fidelity Report is provided

as Enclosure

2;

A copy

of the written examination questions

and answer

keys is included in this

report

as Enclosure

3.

The enclosed

report also identifies activities that appear to violate

NRC

requirements

but are not cited: therefore,

no response

is required.

The

violation is not being cited because

the criteria specified in Section

VII.B(l) of the Enforcement Policy were satisfied.

The noncited violation is

for allowing

a licensed reactor operator

who had not passed

an annual requali-

fication operating test perform duties which require

a license.

In accordance

with 2.790 of the Commission's regulations,

a copy of this

letter and the enclosures will be placed in the

NRC Public Document

Room.
