Gentlemen:
Subject:
SYSTEMATIC ASSESSMENT
OF LICENSEE
PERFORMANCE
(NRC
INSPECTION
REPORT
NOS. 50-335/92-06
AND 50-389/92-06)
The
NRC Systematic
Assessment
of Licensee
Performance
(SALP) has
been
completed for your St.
Lucie facility.
The facility was evaluated for the
period November
1,
1990, through
Hay 2,
1992.
The results of the evaluation
are documented
in the enclosed Initial SALP Report.
This report will be
discussed
with you at
a public meeting to be held at the St. Lucie facility on
June
30,
1992, at 10:00 a.m.
The performance of your St. Lucie facility was evaluated
in the functional
areas of Plant Operations,
Radiological Controls, Maintenance/Surveillance,
Emergency
Preparedness,
Security,
Engineering/Technical
Support,
and Safety
Assessment/guality
Verification.
The assessment
indicates that St.
Lucie continued,
and improved upon, its
history of superior performance.
The assessment
assigned
superior performance
ratings to the facility in all of the SALP,functional
areas,
a condition that
is rarely achieved
by a nuclear
power plant.
This level of performance
can only be achieved
by teamwork at all levels
and
a
dedication to excellence
by everyone
associated
with the facility. It is
indicative of proactive senior management
setting high standards
of safety
performance
and providing the resources
necessary
to achieve
those
standards.
We commend you and your entire staff for this truly superior performance.
Any comments
you have concerning
our evaluation of the performance of your
St.
Lucie facility should
be submitted to this office within 30 days following
the date of our meeting.
These
comments will be considered
in the development
of the Final
SALP Report.
Your comments
and
a summary of our meeting will be
issued
as
an appendix to the Final
SALP Report.
