LUCIE UNIT 2 INTERIM RELIEF FOR CHECK VALVE V-3103 (TAC NO. M83428)
By letter dated May 27,
- 1992, you requested a one-time relief for the 1992 refueling outage.
Specifically, you requested relief from the guidelines of Generic Letter 89-04, "Guidance on Developing Acceptable Inservice Testing Programs,"
Position 2, relative to the disassembly and inspection schedule for check valve V-3103.
The Inservice Testing Program includes a disassembly and inspection of high pressure safety inj ction pump minimum flow recirculat;ion line check valves V-3102 and V-3103.
Valve V-3102 was disassembled and inspected during the 1990 refueling outage with satisfactory results.
However, the effort resulted in concern with potential galling of the valve threads.
Replacement valves were ordered such that if disassembly and inspection damages the threads, a
delay in startup from the refueling outage would be precluded by installation of a new valve.
Because you have not yet received the replacement
- valves, a one-time deferral of the disassembly and inspection of valve V-3103 from the 1992 refueling outage to the fall 1993 refueling outage is requested.
This interim relief applies to valve V-3103 only.
Your submittal states that valve V-3102, which was inspected during the 1990 outage, will be tested again during the 1995 outage.
However, since this relief only affects the inspection schedule for valve V-3103, valve V-3102 needs to be inspected during the 1993 outage, in accordance with the original schedule.
We have reviewed and evaluated your relief request and determined that relief may be granted in accordance with 10 CFR 50.55a(a)(3)(ii),
based on the resulting hardship without a compensating increase in the level of quality and safety which would result if the requirements were immediately imposed.
During the interim period, you should procure replacement valves or parts, in case valve damage occurs during future disassembly and inspection activities.
Additionally, the evaluation of the use of non-intrusive techniques should be continued, possibly providing a method to test these valves in lieu of disassembly and inspection.
The results of the review are provided in the enclosed Safety Evaluation.
