Unit 1 Technical Specifications (TS) 6.8.1.f requires that written procedures shall be established, implemented, and maintained covering fire protection program implementation. This requirement is, implemented in part by administrative procedure AP 0010434, Rev 23, Plant Fire Protection Guidelines. AP 0010434 paragraph 8.2.3 listed the safety-related areaS where combustibles may be stored.

Storage of combustibles in the cable spreading rooms was not included.

Contrary to the above, on January 28, 1992, two plastic pint spray bottles of 91 percent isopropyl a'lcohol were observed stored unattended in an open crew box in the Unit 1 cable spreading room.

These spray bottles had attached material safety data sheets numbered "1552.500, 1549" stating that the material was flammable and must be transferred to a safety can and stored in a flame-proof cabinet. When notified, the licensee immediately removed the a lc o hol t o a non-safety-related area.

RESPONSE

1. The reason for the violation was personnel error.
2. Steps taken to correct the non-compliance:

a) The flammable material was immediately removed from the cable spreading room, transferred to a safety can, and stored in a flame-proof cabinet.

b) All other crew boxes and work areas were inspected to ensure flammable materials were properly stored. This inspection revealed several additional instances of

improperly stored flammabl'e material. These materials were removed from the boxes and stored as required.

3. Steps taken to avoid a further violation:

a) The Plant Fire Protection Department held a training class at the electrical maintenance foreman/supervisor meeting in February 1992. The training session focussed on the handling and storage of flammable or combustible liquids and the plant chemical control program.

b) This event will be discussed at the next electrical maintenance in-.house-events training class. This training is scheduled for the second quarter of 1992.

Re: St. Lucie Unit 1 Docket No. 50-335 Reply to Notice of Violation Ins ection Re ort 92-04 c) Area inspection work descriptions now include a check to ensure that flammable liquids are stored in safety cans and flame-proof cabinets.

d) Plant. wide emphasis will be placed on chemical control through regularly scheduled safety meetings.
