PROGRAM RELIEF RE(UEST-TAC NO. M74794 By letter dated January 3,

1990, Florida Power

& Light Company (FPL) submitted Revision 2 to the St. Lucie, Unit 1

IST Program.

Revision 2 incorporated NRC guidance contained in Generic Letter (GL) 89-04, "Guidance on Developing Acceptable Inservice Testing Programs."

The staff has reviewed and evaluated the relief requests contained in the revision.

This review supersedes the interim relief granted in NRC's letter of October 17, 1990.

This review does not address changes to the IST Program included in Revision 3 submitted date.

PDR The NRC staff, with technical assistance from EG&G Idaho Inc.

(EG&G), has reviewed and evaluated the FPL response to GL 89-04 and the revised IST Program relief requests.

The staff adopts the evalua.ions and conclusions contained in the Technical Evaluation Report (TER) prepared by EGEG.

The enclosed SE incorporates the TER which is attached to this SE.

The staff grants the reliefs rom the testing requirements pursuant to 10 CFR 50.55a(a)(3)(i),

10 CFR 50.55a(a)(3)(ii),

or 10 CFR 50.55a(g}(6}(i}, where we have determined (1) code requirements would be impractical to perform and therefore the granting of the relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest, giving due consideracion to the burden upon the licensee if the requirements were imposed on the facility, (2) code compliance would result in a hardship without a compensat'ing increase in safety, and (3}

and that the proposed alternative testing provides an acceptable level of q l't safety.

We have also granted the relief requests which were preapproved qua i y by GL 89-04.

SE Table 1 contains a summary of the relief requests and their disposition.

Appendix B of th TER contains an "Anomalies" section which identifies items FPL should address in a submittal within 1 year of the date of this SE, or by the schodule requested in the specific anomaly, except for items 6, 9, 12, 13, i4, and 15.

These items are to be addressed within 6 months of the date of this SE, as they were identified for FPL action in the interim relief granted by NRC letter of Oci:ober 17, 1990.

This requirement affects fewer than 10 respondents and, therefore, is not subject to Office of Management and Budget review under P.L.96-511.

See next page additional relief requests or changes to approved relief requests, should be submitted for staff review, but should not be implemented prior to review and approval by the NRC.

New or revised relief requests meeting the positions in GL 89-04 should be submitted to the NRC staff, but can be implemented provided the guidance in GL 89-04, Section D, is followed.

IST Program changes that involve additions or deletions of components from the IST Program should be provided to the NRC.

The review performed for the TER did not include verification that all pumps and valves within the scope of 10 CFR 50.55a and Section XI are contained in the IST Program.

Additionally, for the components included in the IST

Program, no determination was made to ensure that all applicable testing requirements were identified.

Therefore, FPL is requested to provide the NRC with a description of the process used in developing the IST Program.

The submittal should include, as a minimum, details of the documents

used, the method of determining if a component requires inservice testing, the basis for the testing required, the basis for categorizing valves, and the method or process used for maintaining the program current with design modifications or other activities performed under 10 CFR 50.59.

If a description of this process is not already available from existing documentation, the staff envisions that this request could be answered in two to four pages.

It could be incorporated into the IST Program in appropriate sections.

This information should be included with FPL response to the anomalies, due 1 year from the date of the SE.
