Turbine Tri Set oint Relaxation In accordance with 10 CFR 50.90, Florida Power

& Light Company (FPL) submits herewith a

request to amend Facility Operating Licenses DPR-67 and NPF-16 for St.

Lucie Units 1

and 2,

respectively.

By letter L-91-275, dated 11/22/91, FPL informed the NRC of its reactor trip and transient reduction efforts through specific Technical Specification changes.

As part of that effort, the attached proposed license amendments increase the safety of our units by reducing the probability of unnecessary automatic reactor trips caused by turbine trips.

These turbine trips occur during the transfer from 15'eedwater bypass valves to main feedwater regulating valves near 15% power.

By increasing the trip enable setpoint to 254, a turbine trip may occur, but a reactor trip is spared.

Please note that this submittal is dependent upon the Nuclear Regulatory Commission (NRC) approval of Topical Report "RETRAN Model Qualification, Heat Removal By the Secondary System" submitted by FPL to the NRC on 10/2/89.

Attachments 1 and 2 to this letter include the proposed St. Lucie Units 1

and 2

Technical Specification

changes, respectively.

Attachment 3 is a

Safety Analysis in support of the proposed amendments.

Attachment 4 is a "Determination of No Significant Hazards Consideration."

The proposed amendments have been reviewed by the St.

Lucie Facility Review Group and the Florida Power S Light Company Nuclear Review Board.
