REQUEST FOR RECONSIDERATION OF TWO DENIED AHENDHENT REQUESTS FOR ST.
LUCIE UNITS 1 AND 2 This is in response to your letter dated November 22, 1991 requesting that the NRC staff reconsider its denials of two amendment requests; specifically, the Full Length Control Element Assembly (FLCEA) tTAC Nos.
H76118 and H76119j denied by our letter dated January 31, 1991, and Hoderator Temperature Coefficient Surveillance (HTC) [TAC Nos.
H66854 and H66855] denied by our letter dated August 30, 1991.
Your letter points out that both of these amendment requests are integral parts of your reactor trip and plant transient reduction program started in the mid-1980's which, to date, has greatly reduced the number of reactor trips at the St. Lucie Plant.
We will take this into consideration.
As we discussed during your visit here on November 6, 1991, the staff has a
number of initiatives in progress through the Technical Specifications Improvement Program (TSIP).
We will reevaluate your amendment requests with the additional supporting information both independently and within the context of the TSIP.
We have opened new TAC numbers for this review.
They are:
H82158 and H82159 for the HTC amendments, and HS2160 and H82161 for the FLCEA amendments for St. Lucie 1 and 2, respectively.
