This refers

to the motor-operated

valve inspection

conducted

by

U. S.

NRC

Region II at your St. Lucie facility from September

9-13,

1991.

The inspection

consisted

of

a review of the

program you developed

in response

to Generic Letter 89-10,

"Safety-Related

Motor-Operated

Valve Testing

and Surveillance."

Areas

examined

during the inspection

are discussed

in the enclosed

inspection

report.

At the conclusion of the inspection,

the findings were discussed

with those

members of your staff identified in the report.

It was determined that you had

developed

a basic

program which adequately

addresses

most of the generic letter

recommendations.

However,

some

concerns

were identified.

As denoted in the

Summary section of the inspection report,

a written response

is requested for

two of the concerns.

One is that you may not be able to fully implement the

program in accordance

with the schedule

specified

by the generic letter and the

other is that your program

does

not require all of the testing

recommended.

These

two

concerns

are

singled-out

because

they

represent

potentially

significant deviations

from your commitment to the generic. letter

and

prompt

corrective actions

may

be necessary.

Please

inform us in writing, within 60

days, of your planned actions

and schedule

to address

these

concerns.

In addition to the

two concerns

described

briefly above,

the

inspection

identified

a

number of strengths

as well as

several

concerns

which do not

require

a response at'his

time.

These

concerns

and strengths

are listed in

the

inspection

report

Summary following the

two concerns

for which written

responses

have

been

requested.

All of the concerns

are discussed

in Section

3

of the inspection report.

In accordance

with 10 CFR 2.790 of the

NRC's

"Rules of Practice,"

a copy of

this letter and its enclosure will be placed in the

NRC Public Document

Room.

The responses

directed

by this letter and the its enclosure

is not subject to

the clearance

procedures

of the Office of Management

and Budget

as required

by

the Paperwork Reduction Act of 1980,
