SUBJECT:

ST.

LUCIE UNIT 2 - FUEL PIN BURNUP TO 60 HMD/KG (TAC NO.llI75947)

By letter dated January 25, 1990, the Florida Power Im Light Company (FPL) requested NRC review and approval to raise the fuel pin burnup limit for Combustion Engineering (CE) 16 x 16 fuel from 52 N>ld/kg to 60 Mild/kg.

To support this request, FPL submitted CE report CEN-396-P, "Verification of the Acceptability of a Pin Burnup Limit of 60 tllld/kg for St. Lucie Unit 2."

The staff, with assistance of its contractor, the Pacific Northwest Laboratory (PNL), has reviewed your request.

Based on its review of the Technical Evaluation Report prepared by PNL (enclosed),

the staff concludes that the increased fuel pin burnup limit methodology described in CEN-396-P is acceptable for licensing applications.

This concludes our review of this request

and, accordingly, we are closing TAC No. 75947.

Sincerely,
