By letter dated February 27, 1990, the Florida Power and Light Company requested NRC staff approval for the use of ASME Code Case N-468, "Alternate Method of Earthquake Description for Class 2 and 3 Piping at Low Seismicity Sites."

NRC Regulatory Guide 1.84, "Design and Fabrication Acceptability ASME Section III, Division 1" lists the ASME Code Cases that have been endorsed by the staff for use with respect to the design, fabrication, installation and testing of Class 1, 2, and 3 components.

The staff reviewed Code Case N-468 and concluded that sufficient bases did not exist to endorse Code Case N-468 for inclusion into the Regulatory Guide.

As such, the requested application of Code Case N-468 to St. Lucie, Units 1 and 2, and Turkey Point, Units 3 and 4, is not approved.

Consequently, we are closing TAC Nos.

76114, 76115, 76116 and 76117.
