We are forwarding the report of the Electrical Distribution System Functional

Inspection

(EDSFI) conducted

by the Region II staff and

NRC consultants

during

February 19-22,

March 4-8,

and

March 18-22,

1991.

The exit meeting

was held

March 22,

1991,

during which the findings of this inspection

were discussed

with members of your staff.

The areas

examined

during the inspection

are discussed

in the enclosed

copy of

our inspection report.

The inspection

team assessed

the design,

implementation

and

technical

support

of the

Electr ical Distribution -System

(EDS).

The

inspection

consisted

of a selected

reView of EDS design calculations,

relevant

procedures,

representative

records,

installed

equipment

i'n the field,

and

interviews with engineering

and technical

support staff.

Within the

scope

of the

inspection,

violations

or deviations

were

not

identified.

It is the consensus

of the team that the

EDS wi'll perform its intended function

under normal

and accident conditions

as

now installed

and maintained.

The

team identified findings in the areas

of sharing of startup transformers,

DC motor-operated

valve power cable sizing,

emergency

diesel

generator building

ventilation, protective relay setting

drawings

and relay calibration setting

procedures.

An additional finding commended your efforts in the self-assessment

of the

EDS performed prior to the

NRC inspection.

Your staff with which the

team interfaced

are to

be

commended

for their

professional

attitudes

and cooperation.
