REVIEW OF EMERGENCY RESPONSE FACILITIES On January 8,
- 1991, A. T. Boland of the Region II office conducted a review of the emergency response facilities at your St.
Lucie site.
The review focused on the availability of workspace and communications for NRC personnel in the event an Agency response is warranted for an incident at your site.
Facility tours were conducted in the Control Room, Technical Support Center, Operations Support
- Center, Emergency Operations
- Facility, and Emergency News Center in order to identify current NRC resources as well as understand St. Lucie's emergency organization and response philosophy.
Concurrently, discussions were held with members of the emergency planning staff regarding NRC's response philosophy and ways to most efficiently integrate an NRC response into your existing plans based upon your organization,
- space, and equipment capabilities.
A summary of the proposed modifications by facility which were considered to enhance the NRC's ability to respond to the St. Lucie site are provided in the Enclosure.
These items were discussed with your staff in detail at the time of the review, and prompt action was taken to implement the improvements prior to the full scale exercise conducted with NRC on March 20-21, 1991.
During the aforementioned joint exercise, the space and support resources available for the NRC as well as the licensee/NRC interface procedures were fully tested.
In general, no major impediments to our response were noted during the exercise;
- however, two items regarding the Technical Support Center and Emergency Operations Facility have been brought to'he attention of your staff.
These concerns identified as a result of the exercise are also discussed in detail in the Enclosure and are denoted with an asterisk (*).

ENCLOSURE MODIFICATIONS/ADDITIONS TO NRC SUPPORT EQUIPMENT Control Room Provide a telephone in the Control Room for use by the Resident Inspector.
This support was only required for the Unit 2 Control Room as the Technical Support
- Center, with additional communications, is located adjacent to the Unit 1 Control Room.
This request was satisfied by designating extension
¹3647 for use by the Resident in the Unit 2 Control Room.

- exercise, and proved satisfactory.

Move the ENS telephone from the NRC Room to the NRC area in the main TSC Command Room.
This was accomplished prior to the March 1991 exercise through an NRC.initiated work order.
Ensure telephone units are available for all NRC communications lines in both the NRC Room and NRC area in the.main TSC Command Room.
Specifically, lines (407) 464-9796 and (407) 461-4457 were missing telephone units.
During the Miarch 1991 exercise, all telephone units were in place and available for use by NRC personnel.
Identify which plant extension in the NRC area in the main TSC Command Room was designated for NRC use and which was designated for exercise controller use.
Prior to the exercise, the licensee identified extension
¹3281 for NRC personnel.
Addition of seating and/or workspace for the NRC Operations Coordinator near the TSC Director/Emergency Director/Operations Coordinator table in the TSC.
Although a specific workspace was not provided for the NRC Operations Coordinator at this location, a seat was provided adjacent to the desired area which allowed the NRC Operations to interface with licensee management more efficiently.
- Addition of a telephone unit near the seating area provided for the NRC Operations Coordinator/Senior Resident Inspector.
No new.telephone lines would be needed;
- however, the duplication of an inplant line and outside line already designated for NRC use would be optimal.
Specifically, during the
- exercise, the Senior Resident experienced difficulty in maintaining communications with Headquarters and the Resident Inspector in
Enclosure the Unit 2 Control Room (telephones were located in the rear of the TSC) while also attempting a
continuing interface with plant management (located in the front of the TSC).
This issue remains open for resolution.

- Re-establishement of the NRC area in the main EOF Command Room to its original configuration.
Specifically, during the January 1991 review of the facility, the NRC area included four communications lines and workspace for 6-8 individuals.
Upon arrival at the EOF during the March 1991 exercise, only two telephones and space for four people were available for NRC use.
The new arrangements were not effective in fostering internal NRC communications and interfaces.
Licensee representatives have agreed to re-establish the original configuration of the EOF space.
