- 1990, the staff proposes to supplement the draft SE by insert1ng the following two paragraphs:

The qualification of the EDGs as excess capacity EOGs in accordance with the SBO rule., guidance does not imply that the EOGs are required under emergency operating procedures to power loads not considered to be needed by the licensee during a specific SBO event.
The qualification of the EDGs as excess capacity EDGs implies only that the EOGs have the capacity to power such loads as the motor driven auxiliary feedwater pump and residual heat removal pump, if the need should arise.
2.
At the end of Section 3.0, just prior to the recommendatfon, add:
Although the staff concludes that the St. Lucie Unit 1 EDGs do not have sufficient capacity to qualffy as excess capacity EDGs fn accordance with the SBO rule guidance, this does not restrict the use of the EOGs under emergency operating procedures to power loads on Unit 2 as well as between th loads on Unit 1 durfng an SBO on Unit 2.
