has

been

completed for your St.

Lucie facility.

The facility was evaluated

for the

period

May I, l989, through October

31,

1990.

The results of the evaluation

are

documented

in the

enclosed Initial

SALP Report.

This report will be

discussed

with you at

a public meeting to be held at the St. Lucie facility on

January ll, 1990, at 8:00 a.m.

The

performance

of your St.

Lucie facility was

evaluated

in the functional

areas

of Plant Operations,

Radiological

Controls,

Maintenance/Surveillance,

Emergency

Preparedness,

Security,

Engineering/Technical

Support,

and Safety

Assessment/guality

Verification.

Overall

performance of the St. Lucie plant was rated

as superior in six of the

seven functional

performance

areas.

Your staff is commended for maintaining

a

high level of performance

in four of the areas

and improving performance

in

the other two.

Two major themes

appear

to contribute to the superior performance at St. Lucie

by the plant

and corporate staff; these

are effective self assessments

and

enthusiastic

management

support in pursuing quality improvements

in St. Lucie

operations.

It is disturbing,

however,

to see

a drop in the performance

of maintenance

activities.

The lack of discipline in activities

and in your ability to self

identify issues

early in this area

contributed to

a decline in performance.

Corrective actions

appear

to have

been effective

as

noted

by the

SALP board

comment "by the end of the period improvements

in these

areas

were noted..."

Any comments

you

have concerning

our evaluation of the performance of your St..

Lucie facility should

be submitted to this office within 30 days following the

date of our meeting.

These

comments will be considered

in the development of

the Final

SALP Report.

Your comments

and

a

summary of our meeting will be

issued

as

an appendix to the Final

SALP Report.
