Enclosed for your comment is a draft Safety Evaluation on the Station Blackout (SBO) rule for St. Lucie Unit 1.
This draft Safety Evaluation is based on your responses to the SBO rule dated April 17, 1989 and March 7, 1990.
Your responses, have been reviewed by an NRC contractor, Science Applications International Corporation (SAIC), and the NRC staff.
Attached to the draft Safety Evaluation is the associated SAIC Technical Evaluation Report (TER) SAIC-89/1154, "St. Lucie Unit 1, Station Blackout Evaluation," dated August 17, 1990.
Since St. Lucie Unit 2 is exempt from the SBO rule, this created an unusual situation at the St. Lucie site.
Therefore, the staff is sending this draft Safety Evaluation for your review and comment.
We would appreciate your response within 30 days of the date of this letter.
This requirement affects fewer than 10 respondents and therefore, is not subject to Office of Management and Budget review under P.L.96-511.
