The proposed amendments to the St. Lucie Units 1 and 2 Technical Specifications revise the requirement to determine control element assembly (CEA) operability at least once per 3 1 days to once per 92 days. Additionally, it is proposed that the surveillance interval for the per formance of the functional test of the CEA block circuit, which is performed as part of the CEA operability test, be performed on a quarterly basis, rather than the existing monthly basis .

Marked up copies of the affected Technical Specification pages are included as Attachment 1 ~ A Safety Analysis in support of the proposed amendments is included as Attachment 2 A "Determination ~

of No Significant Hazards Consideration" is provided as Attachment 3 ~

The proposed amendments have been reviewed by the St. Lucie Plant Facility Review Group and the FPL Company Nuclear Review Board .

In accordance with 10 CFR 50 91 (b) (1), a copy of the proposed
