Re: St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Proposed License Amendments Containment Inte rated Leak Rate Testin In accordance with 10 CFR 50.90, Florida Power 6 Light Company (FPL) submits herewith a request to amend Facility Operating Licenses DPR-67 and NPF-16 for St. Lucie Units 1 and 2, respectively.

The St. Lucie Unit 1 and Unit 2 Technical Specifications each require that containment leakage rates be demonstrated at specified intervals and that they be determined to be in conformance with the criteria specified in Appendix J of 10 CFR 50 using the methods and provisions of ANSI N45.4-1972.

ANSI N45.4-1972 specifies the practices and test standard requirements for the quantitative determination of leakage rates for containment structures. The standard provides for one of two acceptable methods for leakage-rate testing: the Total Time method and the Point-to-Point method.

The proposed amendments reflect improved test methods including a newer method of evaluating test data, called the Mass Point method. This Mass Point method is not recognized in ANSI N45.4-1972; therefore, the requirement to use methods delineated by this standard is proposed to be deleted from both Units'echnical Specifications.

A Safety Evaluation in support of the proposed amendment is included as Attachment 2. A "Determination of No Significant Hazards Consideration" is provided as Attachment 3. Attachment' includes an exemption request from 10 CFR 50 Appendix J, in accordance with 10 CFR 50.12, to permit optional application of any NRC-approved method for containment integrated leak rate testing, including the Mass Point method.

FPL requests NRC review and approval of this proposed amendment and exemption by December 31, 1988 to support the early 1989 St. Lucie Unit 2 refueling outage.

The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power 6 Light Company Nuclear Review Board.

In accordance with 10 CFR 50.91(b)(l), a copy of the proposed amendment is being forwarded to the state designee for the State of Florida.

In accordance with 10 CFR 170.12(c), FPL Check No. 7874 is attached as remittance for the license amendment application fee.
