50-335 and 50-389 Administrative Controls By letter L-88-86, dated February 22,

1988, Florida Power Light Company (FPL) submitted proposed license amendments for St.

Lucie Units 1 and 2 related to administrative controls.

These amendments revise Sections 6.0, Administrative

Controls, by deleting Figures 6.2-1 and 6.2-2 and adding to Specifications 6.2 more general organizational changes to the offside organization and title changes to the composition of the Company Nuclear Review Board (CNRB).

In Generic Letter 88-06 (GL 88-06),

"Removal of Organization Charts for Technical Specification Administrative Control Requirements" dated March 22,

1988, the NRC Staff informed power reactor licensees and applicants that, with appropriate control requirements
changes, the onsite and offsite organization charts may be removed from the Technical Specifications.

While the Staff s position as stated in GL 88-06 is in general agreement, with the proposed license amendments submitted by FPL on February 22,

1988, FPL has determined that the following paragraph from GL 88-06 may not have been met in the February 22, 1988 application:

The qualifications for certain positions are currently designated by organization charts as requiring a

SRO or RO license.

If these requirements are not currently specified in TS outside of the organization charts (such as the minimum shift crew composition),

they should be added to an appropriate specification.

Technical Specifications require that the Operations Supervisor hold a Senior Reactor Operator (SRO) license.

In deleting this figure from both Unit's Technical Specifications, FPL had intended to incorporate this requirement in the FPL Topical Quality Assurance Report (TQAR).

However, following further discussion with the
Staff, FPL now proposes to incorporate this requirement in Section 6.2.2 of the Technical Specifications.

Marked-up Technical Specifications pages 6-5 for St.

Lucie Unit 1 and page 6-2 for St. Lucie Unit 2 are attached.

Additionally, at the request of the NRC Staff, FPL has revised Technical Specification Sections 6.1.2, 6.5.1.6e.,

6.5.1.6k.,

6.5.1.7c.,

6.5.1.8, 6.6.lb., 6.7.1a.,

and 6.7.1c.,

to specifically state that the "Senior Corporate Nuclear Officer" is the "Senior Vice President-Nuclear."

Technical Specification Sections 6.2.1b.

and 6.2.1c.

are also revised to identify the two positions having the stated responsibilities.

These changes are editorial in nature and are consistent with the guidance included in Generic Letter 88-06.

Revised Technical Specification pages for both Units reflecting these changes are also attached.

The bases of the No Significant Hazards Consideration determination provided with the proposed license amendment submitted by FPL letter L-88-86 dated February 22, 1988 are not affected by these changes.
