50-335 and 50-389 Proposed License Amendment Administrative Controls In accordance with 10 CFR 50.90, Florida Power
& Light Company (FPL) submits herewith a request to amend Facility Operating Licenses DPR-67 and NPF-16 for St.
Lucie Units 1
and 2,
respectively.
These amendments revise Section 6.0, Administrative Controls, by deleting Figures 6.2-1 and 6.2-2 and adding to Specification 6.2 more general organizational requirements.
Additional changes to Section 6.0 are submitted to reflect proposed organizational changes to the offsite organization and title changes to the composition of the Company Nuclear Review Board (CNRB).
Attachments 1
and 2
include the marked-up Technical Specification pages for St.
Lucie Units 1
and 2,
respectively.
Attachment 3 is a description of the proposed
- changes, and Attachment 4
is a
"Determination of No Significant Hazards Consideration."
In accordance with 10 CFR 50.91(b)(1),
a copy of this proposed license amendment is being forwarded to the State Designee for the State of Florida.

$ 150 is attached as remittance for the licensee amendment application fee.
The proposed amendment has been reviewed by the St.
Lucie Facility Review Group and the FPL Company Nuclear Review Board.
It is requested that the NRC approve this proposed license amendment as soon as possible in order so that FPL may implement the organizational changes described in FPL letter L-88-23 dated January 15, 1988.
The Topical Quality Assurance Report will be revised to reflect these organizational changes prior to implementation of these Technical Specification changes.
These organization changes do not reduce the Topical Quality Assurance Program commitments previously accepted by the NRC.
