Re: St. Lucie Unit I Docket No. 50-335 Proposed License Amendment New Fuel Stora e Racks Fuel Assernbl Enrichment ln accordance with IO CFR 50.90, Florida Power & Light Company (FPL) submits herewith a request to amend Facility Operating License DPR-67.

The proposed amendment would increase the enrichment specification of the new fuel storage rack to 4.5 weight percent (w/o) U-235. In support of the proposed amendment, FPL is submitting for NRC review and approval, a criticality safety analysis for the St. Lucie Unit I new fuel storage vault with 4.5'nriched l4 X l4 fuel assemblies. This proposed change allows increased flexibility in fuel management and accomodates storage of higher enrichrnents for use in future cycles.

Marked up copies of the affected Technical Specifications pages are included as Attachment I. A Safety Evaluation in support of the proposed amendment is included as Attachment 2. A "Determination of No Significant Hazards Consideration" is provided as Attachment 3.

The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power & Light Company Nuclear Review Board.

ln accordance with IO CFR 50.9l(b)(l), a copy of the proposed amendment is being forwarded to the state designee for the State of Florida.
