LUCIE PLANT, UNIT NO.

The enclosed memorandum dated October 5, 1987 from the Electrical Systems Branch addresses a concern I raised in my November 4, 1986 report on 50.59 changes.
I stated in my report that 10 KVA instrument inverters with a
+1%
voltage tolerance were replaced with 7.5 KVA instrument inverters with a
+2% tolerance, and the licensee's safety analysis concluded that no TS changes were needed and no unreviewed safety question was involved.
However, it appeared to me that the margin of safety was being decreased since lower capacity inverters were installed, and I believed that a technical review of the Plant Change/Modification (PC/M) was warranted.
The enclosed evaluation concludes that this change does not involve an unreviewed safety question and is acceptable to the staff.
I believe my concern was adequately addressed, and the review can be closed out, per this memorandum.
