Re: St. Lucie Units I and 2 Docket Nos. 50-335 and 50-389 Proposed License Amendment S ecial Test Exce tions - Shutdown Mar in In accordance with 10 CFR 50.90, Florida Power & Light Company (FPL) submits herewith a request to amend Facility Operating License DPR-67 for St. Lucie Unit I and Facility Operating License NPF-l6 for St. Lucie Unit 2.

The proposed amendment would revise the Technical Specification "Special Test Exceptions - Shutdown Margin", Surveillance Requirement 4. IO. I.2, which requires that each control element assembly (CEA) not fully inserted shall be demonstrated capable of full insertion, when tripped from at least the 50% withdrawn position, within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> prior to reducing the shutdown margin to less than the limits specified by Technical Specification 3.l.l.l. The proposed change would revise the surveillance frequency for tripping the plant to demonstrate insertability of CEAs from "within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />" to "within seven days" prior to reducing the shutdown

. margin to less than the limits of Technical Specification 3.l.l.l.

A marked up copy of the affected Technical Specification pages are included as Attachments I and 2 for St. Lucie Units I and 2, respectively. A Safety Evaluation in support of the proposed amendment is included as Attachment 3. A "Determination of No Significant Hazards Consideration" is provided as Attachment 4.

The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power 6 Light Company Nuclear Review Board.

Approval of, this proposed license amendment for St. Lucie Unit 2 is requested by November I, l987, to support low power physics testing following the Fall l987 refueling outage.
