~ C Page 1 of 3 ANNUAL ENVIRONMENTALREPORT L Introduction The St. Lucie Plant Unit 2 Environmental Protection Plan (EPP) requires the submittal of an annual report for various activities at the plant site including the reporting of sea turtle monitoring programs, certain administrative activities related to the sea turtle monitoring programs, and other matters related to Federal and State environmental permitting. This report fulfQls these reporting requirements.

IL Sea Turtle Monitoring and Associated Activities Aquatic and terrestrial sea turtle monitoring programs to satisfy Sections 4.2.1 (Beach Nesting Surveys), 4.2.3 (Studies to Evaluate and/or Mitigate Intake Canal Mortality) and 4.2.5 (Capture and Release Program) wQl b'e submitted in a separate report (AB-579) prepared by Applied Biology, Inc.

Studies to evaluate and/or mitigate intake entrapment required by'Section 4.2.2 of the EPP have been previously performed. A final report was submittted to the Office of Nuclear Reactor Regulation on AprQ 18, 1985. With submittal l.

of that report the EPP requirement was fulfQled and wQl not be readdressed in this or future reports.

Requirements for reporting on the status of a light screen to minimize turtle disorientation as required by Section 4.2.4 of the EPP'is ongoing. The Australian Pipe light screen, located on the beach dune between the power plant and the i P

unacceptable light levels on the beach. Trees are replaced as necessary to maintain the integrity of the overall light screen.

III. OTHER ROUTINE REPORTS The following items for which reporting is required are listed by section number from the Environmental Protection Plan (EPP):

No reportable EPP noncompliance activities occurred during 1986.

-4.1(b) STATION DESIGN AND OPERATION CHANGES TESTS AND EXPERIMENTS AFFECTING THE ENVIRONMENT No reportable activities under this EPP provision occurred during 1986.

5;4.1(c) NONROUTINE REPORTS SUBMITTED TO THE NRC FOR THE YEAR 1986 IN ACCORDANCE WITH EPP SUBSECTION 5.4.2:

1. Environmental Protection Plan required quarterly sea turtle activities report dated December 17, 1985; fourth quarter 1985.
2. Environmental Protection Plan required quarterly sea turtle activities report dated April 23, 1986; first quarter 1986.

4. Environmental Protection Plan required quarterly sea turtle activities report dated July V, 1986; second quarter, 1986.
5. Environmental Protection Plan reportable event concerning the submittal of an- NPDES Permit renewal application; the permit application was dated and submitted to EPA on July 28, 1986.
6. Environmental Protection Plan required quarterly sea turtle activities report dated October 2, 1986; third quarter 1986.

V. Environmental Protection Plan reportable event concerning an exceedance of the Unit No. 1 NPDES Permit limitation for maximum temperature rise 4T) across the condenser; the exceedance was reported to EPA on 9/11/86.
