Re: St. Lucie Unit 2 Docket No. 50-389 Proposed License Amendment Containment Ventilation S stem In accordance with IO CFR 50.90, Florida Power 5. Light Company (FPL) submits herewith a request to amend Facility Operating License NPF-I 6.

By letter dated December 9, l986 (E. G. Tourigny to C. O. Woody) the NRC staff requested that FPL propose changes to the surveillance requirements of Technical Specification 4.6.I.7.4 to require that the continuous containment purge supply and exhaust isolation valves be determined OPERABLE every 92 days. The present requirement requires that these valves be determined OPERABLE during the return to power following a refueling outage (l8 months). The plant was modified to accommodate the 92 day testing requirement prior to the first refueling outage and was reported as such by FPL letter L-84-333, dated November 20, 1984.

A marked up copy of the affected Technical Specification page is included as Attachment I. A Safety Evaluation in support of the proposed amendment is included as Attachment 2. A "Determination of No Significant Hazards Consideration" is provided as Attachment 3.

The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power 6 Light Company Nuclear Review Board.

In accordance with IO CFR 50.9I(b)(l), a copy of the proposed amendment is being forwarded to the state designee for the State of Florida.
