Septenber 8, 1986 The following information is in response to your recent telephone inquiry regarding the St.
Lucie Nuclear Power Plant, Unit No.
2.
You requested key calendar'ates related to the construction of Unit No.
2 in order to determine when electricians would be working on site.
Based upon our limited review, I am pleased to provide the following information.
The Florida Power
& Light Company (FP&L) applied for a construction permit to build Unit No.
2 on April 20, 1973.
A Limited Work Authorization was granted on March 17, 1975.
This permitted FP&L to initiate some construction activities.
This included installation of temporary construction support facilities, excavation, construction of service facilities, and the installation of certain structural foundations tor the reactor building, intake structure, and turbine generator building.
Pursuant to the Orders of the United States Court of Appeals for the District of Columbia Circuit dated October 21, 1976 and October 22, 1976, the Limited Work Authorization was stayed, effective November 8, 1976, pending the completion of the proceeding before the Atomic Safety and Licensing Board.
A construction permit was issued on May 2, 1977.
The Florida Power and Light Company applied for an operating license to operate Unit No.
2 on March 24, 1980.
A low power license for 128 MWt (core thermal power) was issued on April 6, 1983, and a full power license for 2560 MWt (core thermal power) was issued on June 10, 1983.
Commercial operation began on August 8, 1983.
The Unit is currently licensed for 2700 MWt (core thermal power).
I cannot categorically state what dates electricians worked on the site because our records are not that detailed.

- question, you would need to obtain the information from Florida Power & Light Company and/or their Architect/Engineer, EBASCO Services Incorporated.

In connection with projected completion date of construction estimates for Unit No. 2, the construction permit dated May 2, 1977 stated that the earliest date for the completion of the facility was August 1, 1982 and the latest date for completion was February 28, 1984.
Newer projected completion dates of construction did not change much as construction proceeded.
In August 1980, the projected date of completion of construction was November 1982.
In February and July 1981, and February and June 1982, the projected date of completion of construction was October 1982.
As of December 1981, construction was about 84% complete.
Construction was considered complete in March 1983.
It should be noted that there may have been other projected completion dates of construction estimates, especially in the early to mid-seventies time frame.
FP8L would be in a better position to fully answer this question.
In regard to construction shutdowns, the only construction shutdown mandated by the Commission was from November 8, 1976 to May 2, 1977.
During this period, FP8 L was authorized to take any measures to maintain the environmental quality or integrity of the plant site.
There may have been other construction shutdowns imposed by FP8L or others.
