SUMMARY
OF JUNE 12"13, 1986, MEETING WITH FP8(L ANDyNRC STAFF REGARDING STEAM GENERATOR INSPECTION DATA Introduction NRC staff met with FP8L personnel on June 12-13, 1986 at the Holiday Inn, Jensen Beach, Florida.
The purpose of the meeting was to review the 1984 and 1985 steam generator inspection data in the form of eddy current signals recorded on tapes.
Unit No.
1 was shutdown at the time and preparing for tube plugging.
The staff desired to perform an independent review to confirm the scope of the plugging program.
Enclosure 1 contains a list of the meeting attendees.
The staff considered this a working meeting such that no formal agenda was developed or followed.
A summary of the meeting follows.
~Summa r FP8L set up two rooms at the Holiday Inn which contained hundreds of eddy current paper tapes, reel to reel tapes, and tape information on floppy disks.
In addition, sophisticated equipment was provided to read the tapes, display the tapes, manipulate the data on the tapes, and print special reports.
After two days of reviewing and analyzing the information, the staff concluded that FP8 L did all that was possible in analyzing the data.
- However, the staff also concluded that there were about 200 signals that implied that there was something there but they couldn't be categorized as indications given the sensitivity of the equipment used.
These signals were located in the drill support plate regions, the eggcrate
- regions, and just above the tube sheet.
As a result of the review, the staff made a number of recommendations to the licensee which would be phased in time.
The first recommendation was to immediately administratively limit the maximum allowable primary-to-secondary leakage through the steam generator to 0.3 gpm for the remainder of the cycle.
There was no detectable primary-to-secondary leakage before the unit shut down; however, if leakage occured for the remainder of the cycle, corrective action would be taken sooner in accordance with Technical Specification 3.4. 6. 2.
The second recommendation was to perform two additional analyses in the next week or two.
One was to perform a quantitative statistical analysis to compare the eddy current data from the 1984 and 1985 examinations whose purpose was to demonstrate that the indications noted in 1984 had not significantly changed from those seen in 1985.

and this analysis would confirm this.
If the analysis shows that there is a
- change, then additional measures would need to be taken.
One additional measure was a special delta pressure test across the steam generator tubes.
The other analysis was to compare the "8X1 coil" examination for a few tubes to the "bobin coil" data for the same tubes whose purpose was to assess the effectiveness of the "8Xl coil" to predict depth of tube penetration.
The last recommendation was for FP8L to perform an augmented inspection of the steam generator tubes at the next outage to fully characterize all the tubes in both generators.
The staff felt that this would entail pulling more tubes for examination and utilizing more sophisticated
- probes, such as the pancake type.
The details of the inspection would be addressed in an inspection plan which would be submitted to the staff approximately 2 months before next scheduled refueling outage.
FP8L agreed with the staff's recommendations and committed to provide a letter stating so before attaining the power operation mode of operation.
~Follow-U By letter dated June 17, 1986, FP&L committed to the 0.3 gpm administratively controlled leakage limit for the remainder of the cycle, agreed to complete the two analyses by June 30, 1986, and committed to provide the staff the augmented steam generator inspection plan approximately 2 months before the next scheduled refueling outage.
