Docket No. 50-335 Proposed License Amendment Organization, Event Reporting and Administrati ve Controls Format In accordance with 10 CFR 50.90, Florida Power 5 Light Company submits herewi th three si gned origi n al s and forty copi es of a request to anend Appendix A of Facility Operating License DPR-67.

This anendment is submitted to reflect changes in FPL Off-site Organization, and to update the reporting requirements 10 CFR 50.72 and 10 CFR 50.73.

This

'change also revises Section 6, Administrative Controls, and Section 1,

Definitions, to be consistent with Unit 2.

The proposed changes are summarized on the attached page and are shown on the accomp anyi ng Technical Speci fication pages.

The position of Vice President St. L'ucie has been approved by Florida Power 8

Light and will be implemented as discussed with the Region II, Regional Admi ni str ato r.

In accordance with 10 CFR 50.91(a)(I), it has been determined that the proposed anendment does not involve arly significant hazards considerations pursuant to 10 CFR 50.92.

The No Significant Hazards Considerations determination is attached.-

In accordance with 10 CFR 50.91(b)(I) a copy of the proposed aIIendment is being forwarded to the State Designee for the State of Florida.

The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power 8 Light Company Nuclear Review Board.

St. Lucie Unit 1

Docket No. 50-335 Proposed License Amendment Organization Event Reporting and Administrative Controls Format There are three types of changes in this request.

There are organizational changes which show new titles and/or reporting chains for the Nuclear Energy Department.

There are changes made in accordance with Generic Letter 83-43 to reflect revisions to event reporting requirements.

And finally there, are changes to make'the definitions and Administrative Controls section of the Technical Specifications similar for Units 1

and 2 where applicable.

This is the first portion of these changes which will be made as discussed duri.ng the Unit 2 licensing process.

These changes are administrative in nature.

The organization changes ar' similar to example (i) of examples of amendments that are considered not likely to involve significant hazards considerations.

The changes to the specifications made in accordance with Generic Letter 83-43 are similar to example (vii) in that they are made to make the license conform to changes in the regulations where the license changes result in very minor changes to facility operations clearly in keeping with the regulations.

Therefore in accordance with 10 CFR 50.91('a)(I),

we have determined that 'this amendment does not involve any significant hazards considerations pursuant to 10 CFR 50.91(c) in that the amendment does not:

(1)

Involve a significant increase in the probability or consequences of an accident previously evaluated; or (2)

Create the possibility of a new or different kind of accident from. any accident previously evaluated; or (3)

Involve a si'gnificant reduction in a margin of safety.
