Re: St. Lucie Unit No. 2 Docket No. 50-389 Proposed License Amendment S ent Fuel Pool Rerack In accordance with IO CFR 50.90, Florida Power & Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating License NPF-I 6.

This amendment is requested to permit reracking the spent fuel pool to ensure that sufficient capacity continues to exist for storage of spent fuel at St. Lucie Unit 2.

The proposed Technical Specification amendment is described below and shown on the accompanying Technical Specification page 5-4.

Specification 5.6.la. is changed to indicate the total uncertainty value applied to the value of Keff for the new storage racks, and to delete the FSAR reference. The FSAR section will be updated as required per IO CFR 50.7 I (eX3XI).

2. Specification 5.6.lb. is changed to show the nominal center-to-center distance for the new storage racks.
3. Specification 5.6.lc. is added to specify the required boron concentration for the spent fuel pool.

In accordance with IO CFR 50.9I(aXI), it has been determined that the proposed amendment does not involve any significant hazards considerations pursuant to IO CFR 50.92. The No Significant Hazards Considerations determination is attached.

In accordance with IO CFR 50.9I(bXI) a copy of the proposed amendment is being forwarded to the State Designee for the State of Florida.

The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power Bc Light Company Nuclear Review Board.

The proposed amendment has been determined to be a Class III amendment, and in accordance with 10 CFR I 70.22, a check for $ 4,000.00 is attached.

It is requested that NRC approve the rerack and proposed Technical Specifications no later than September I, l984. This request is made in the interest of ALARA and safety considerations. That is, there is currently no spent fuel in the St. Lucie Unit 2 spent fuel pool. The pool is clean and dry and installation of the new racks can be performed without undue exposure to radiation or the possiblity of a construction accident with respect to nuclear criticality.or radioactive release. For these reasons Florida Power Bc Light Company believes that NRC's efforts to meet the September I, I 984 schedule are justified.
