Re: St. Lucie Unit No. 1 Docket No. 50-335 Proposed License Amendment Containment Leakage Paths, Penetration 25 In accordance with 10 CFR 50.90, Florida Power 5 Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating License QPR-67.

This amendment is submitted to delete the Technical Specification requiranent to per form a containment leakage path test for Tap 2 of Penetration 25 (Fuel Transfer Tube). This bellows (Tap 2) is not a containment boundary and is designed for 16 psig, not the postulated accident pressure (Pa) of 39.6. This amendment is needed to prevent the overpressure testing of this bellows.

The proposed amendment is described below and shown on the accompanying Technical Specification pages.

In accordance wi th 10 CFR 50.91(b)(I), a copy of this proposed license amendment is being forwarded to the State Designee for the State of Florida.

In accordance with 10 CFR 50.91(a) (I), and as discussed in the attached safety evaluation, we have determined that this amendment does not involve any significant hazards considerations pursuant to 10 CFR 50.91(c) in that the amendment does not:

1) involve a singificant increase in the probability or consequences of an accident previously evaluated; or

2) create the possbility of a new or different kind of accident from any acc i dent pr evi ou sl y eva 1 ua ted; or

3) involve a significant reduction in a margin of safety.

The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power 5 Light Company Nuclear Review Board.

In accordance with 10 CFR 170.22, this amendment has been determined to be a Class III amendment. A check for $ 4000 will be forwarded shortly.
