LUCIE SITE, FLORIDA APRIL 19-22, 1983 REGARDING PHYSICAL SECURITY During the site visit, the staff performed a validation of the Los Alamos vital area analysis for St. Lucie Units 1 and 2.
This included a discussion with the licensee of the draft NllSS reports which reviewed the Los Alamos findings for both units and provides a structured examination of plant vital areas and equipment.
The differences in plant systems, nomenclature, and equipment locations between Units 1
and 2 were also analyzed to determine the differences in vital equipment (with the same function) and areas between the two units.
This analysis made it possible to use the Unit 1 Los Alamos work to identify vital areas and equipment for Unit 2 thereby providing the data to resolve the vital area designation issue.
Agreement was reached with the licensee as to tile plant equipment and areas to be designated as vital on both units and approaches necessary to secure 'these areas were discussed with the licensee's
- security, engineering and licensing staff.
The final vital area validation reports, to be issued by the staff within the next several weeks, for both units will describe the equipment and areas to be considered vital in addition to presenting the technical rationale for their identification.
These reports for each Unit will discuss the differences between the actual equipment and system configurations and those configurations modeled by Los Almos for Unit 1.
These reports will also include a comparison of the location designations employed by Los Almos with vital area designations employed by the licensee.
This documentation will serve as a portion of the technical basis for> the staff's review of the licensee's revised security plan which will be s'ubmitted within the next several weeks.

In addition to the submittal of the revised security plan for the St. Lucie site, the licensee will submit, per their license condition, a reevaluation of the St. Lucie site vital areas including justification for any changes from those areas in their present security plan (and in their letters L-83-215 and L-83-217).
Also in their submittal, the licensee will address matters regarding the safety-safeguards interface for these new vital areas.
