LUCIE 2 SITE
'FEBRUARY 23 AND 24 1983 ON NRC HAHAGEt)ENT REVIEH IN PREPARATION FOR LICENSE ISSUANCE Status of Construction FPBL asser ted that their construction completion is on a schedule to support a
core load date between%larch 23, 1983 and April 1, 1983.
They noted that the actual percent complete of the selected quantity status (terminations,
- cable, small bore pipe, cable tray, conduit, large bore pipe and hangers) for core load is 98K or greater.
Two items ahead of schedule:
completion of the system exceptions and the number of systems transmitted to start-up for final testing and checkout.
The last major milestone test, the Integrated Safeguards Test
( ISGT), prior to core load was completed on February 21, 1983 with no major design problems identified.
Completion of the exception list and punch list items for core load and start-up is still not within the target base line.
FPSL is scheduling an item clearing meeting on 2/28/83 to reduce the actual numbers (as of this meeting several hundred items are above the base lines) below the target base line.
fianagement/Organization With regards to the FP8L management structure for operations, the HRC noted the advantages outside people can bring to the effectiveness of the Company Nuclear Review Board (CNRB).
The CNRB oversees nuclear operations at. the corporate level and functions to provide independent review and audit.
FP8L stated that the members of CNRB have industry wide committee activity and belong to diverse professional organizations; therefore, FPhl believes the CNRB is adequately represented and outside people are not felt necessary at this time.

Ileeting Su@nary I icensed 0 erator Staffinq and Trainfn for Unit 2 As of February 24, 1983, FP&L pravided the following status:
Operations Supervisor (SRO)
Shift Superviosr (SRO)

Total If the Training Instructor and the Shift Technical Advisor (STA) is included the total is 22.
For six shift operation at fuel load a total of 18 is needed.
FP&L indicated that at initial criticality they should have the required 24 licensed operators for six shift operation.
The reason is that 7 operators will be taking the exam in April 1983 and initial criticality is in Hay, 1983.
FP&L does not have a simulator far training.
They use the CE simulator in Windsor, Connecticut.
FP&L has been considering having their own simulator and money has been budgeted for a simulator scoping study.
The NRC staff noted that a FP&L owned simulator can play an important ro'le in custom tailoring the training program for its aperators and the staff feels FP&L should seriously consider obtaining a simulator.
Procedures Unit 2 administrative procedures will be completed and issued by 2/28/83.
Operating procedures will be completed,
- issued, tabbed and ready for use in the Control Room by 3/7/83.
Region II noted that the Technical Specification requirements for operating and emergency procedures appears not to be proceeding toward completion at a rate consistent with the proposed licensing date of March 23, 1983.
FP&L agreed to consider performing a station blackout test.
The test objectives would be to assure all the applicable equipment function as expected by design and that the procedures and operator training were demonstrated to be satisfactory.
FP&L noted that it will be necessary to study what is involved in perforning the test to make sure the objectives could be achfeved safely without damaging equip-ment.
FP&L stated that if the test is going to performed the most advantages time is during Phase 2 of hot operations.
Engineerinq Verification Pro ram A task force of experienced professional engineers from EBASCO and CE, who had no prior involvement in the St. Lucie 2 project, independently verified the design of eight randamly selected safety-related components.
The program objective was to provide additional verification of end-product integrity.

I;Ieeting Sutattary'or the eight components, a total of 1296 technical characteristics were compared.
Out of the 1296 compared, the task force found 84 documented differences.
Out of the 84 documented differences the task force developed 8 observations.
The task force concluded that the 8 items did not affect plant safety but rather these items represented isolated technical/procedural flaws.
The task force has concurred with FPBL plans for corrective action now underway.
Based on the results of the task force's effort and assuming that the eight components are a representative
- sample, they concluded that the design, procurement and construction of St. Lucie 2 is in accord with good engieering practices.
The HRC staff stated that an explicit statement from the task force and FPEL needs to be made regarding the plant generic implications of the 84 documented differences.
Status of Other Plant Items 1.
Construction on the permanant Emergency Operations Facilities, located approximgely 10 miles from the plant site, is underway;and is expected to be complete by October, 1983.
The NRC staff made an aerial review of this site and confirmed construction is underway.

There are 54 THI items applicable to St. Lucie 2.
Of these, 33 have been completed.
Of these 33, 9 were required to be submitted to NRC for review, this has been completed.'wenty-one items remain to be completed.
Of these, 10 items are required to be completed by core load.
Three other items are required to be completed by initial criticality.
Two more by 55 power and one by 1st refueling (SPDS). Five remaining items will be completed between 5% power and 1st refueling.
Of the latter 5, one of the TI)I items, I.D.l (Control Room Design Review) is under appeal by FP8L.
The NRC staff discussed the appeal item of I.D.1 and examined the panel in the control room affected by the appeal.
The NRC staff decided that additional documented information is needed to satisfactorily evaluate the appeal.
FP8L agreed to provide this information the week of 3/7/83.
The NPC staff noted that in place read out (other than from the computer) of temperatures from the in core thermocouples apparently do not exist in the St. Lucie 2 control room.
FPBL agreed to evaluate this and provide the NRC staff information on what other temperature read out from the in core thermocouples exist in the control room.
