SUBJECT:
SUMMARY
OF MEETING HELD WITH FP&L IN BETHESDA, MARYL'AND ON NOVEMBER 30, 1982 REGARDING STATUS OF PLANT CONSTRUCTION FP&L repor ted that they hade recently completed IPhase I of their 'hot functional testing and their integrated leak rate testing program.
Fuel for Unit 2 will be shipped to Ithee site beginning December 1, 1982.
FP8L supplied a copy of their "Monthly Status Report".
The report showed a critical path variance of -', 14.0 weeks:asI of the end of November, 1982.
FP&L stated that the core load date is noi( scheduled for the end of
- January, 1983.
FPEL raised concern about a potential problem that could jeopardize plant startup namely that the staff has not approved the implementation schedule for the fire protection hardware items.
FP&L stated that they cannot meet a schedule to complete installation of the hardware items by 55 power (which is the current staff positions).
The staff requested that FP&L submit a detailed installation schedule which would clearly indicate when certain hardware items will be installed and fully operated.
FP&L agreed to submit the schedules within two weeks after which the staff will meet with FP&L to discuss a course of action to resolve this issue.
The staff noted that there may be about 32 license conditions and that this is much more than desired.
Further action on the staff's and FP&L's part is needed to complete somejo'f the items by cereload in order to reduce this number.
FP&L planned to submit <the results, of. their. independent design <review program and their engineering design verification program by the first week in January, 1983.
The staff stated that this date would not provide the staff adequate time to evaluate FP&L's submittal before issuing the license.
The staff will assess the effort needed to make the evaluation and suggest a
submittalw date.
