BACKGROUND INFORMATION FOR THE ST.
LUCIE 2 ENGINEERING VERIFICATION PROGRAM (EVP)
On April 27, 1982, we had a management meeting with Florida Power In Light Company (FP8L) regarding their quality assurance and control program for St. Lucie 2.
The applicant presented and described the quality systems used and verifi-cations performed to assure that (1) the design of St. Lucie 2 is carried out in a planned. controlled and correct manner; (2) all applicable design bases and commitments are incorporated; (3) structures, systems and components are manufactured and constructed in accordance with the specific design and (4) all NRC regulatory requirements and guidance are met.
During this meeting FPM. described an EVP they were initiating to provide additional assurance of the quality of their design process.
The staff had some reservations regarding their approach for assuring the independence of their program and we formally informed FP8L of this and requested a meeting between the staff and the EVP Task Managers.
The purpose of the meeting is for the staff to discuss firsthand the EVP with 'the Task Managers and the measures used to assure the independence of the EVP.
The attached documents (reports from the EVP Task Managers) provide some back-ground information for your use on the EVP activities taken place thus far.
