~
due to continued operation of Unit 1 and the remaining construction an "
future operation of Unit 2 on endangered and threatened species inhabiting the St. Lucie Nuclear Power Station, w'as sent to you.
Subsequent to my letter of December 8, 1981, the applicant, Flo'rida Power and Light Company, notified us that they planned to construct a third intake pipeline.
Since this represents a change in the plant circulating water system and would result in potential disruption of nesting of marine turtles on the beach, we notified telephonically a member of your staff, Nr. David Smith, and decided to update our biological assessment to include an evaluation of the impact of construction and operation of the third intake pipeline on endangered'pecies.
On january 13, 1982, you notified us of your intention to reserve final comment on the question of marine turtles until 'a review of the updated assessment has been completed; The updated assessment is enclosed for your review.
As stated in the December 8,
1981 letter, the,NRC staff has concluded that the remaining construction activities and the -operation of both St. Lucie units are not likely to have any adverse impact on threatened or endangered species known to inhabit or utilize the site, nor is any impact likely to occur to nearby habitat.
Specific monitoring programs and changes to existing programs are recormended in the assess-ment.
He understand that these recommendations will be reviewed by you; upon consideration of your comnents, regarding these recommendations
'an appropriate monitoring prog'ram will be included in "the St. Lucie Environmental Protection Plan.

@AR g 4 tgy Based on the results of the assessment, we conclude that the initiation of formal consultation with the Fish and Wildlife Service for licensing of Unit 2 is not necessary.
