Dear Hs. llhittaker:
This is in response to your November 9, 1981 letter, expressing your safety concerns in,connection with licensing the St. Lucie Plant, Unit 2.
The Nuclear Regulatory Commission (NRC), in its review of applications for licenses to construct and operate nuclear power plants, is required to consider those measures necessary for the protection of the public's health and safety and the environment and to assure proper regard for antitrust laws and policies.
To carry out its. responsibilities, the NRC staff conducts detailed reviews of each nuclear power plant application.'<e are enclosing a copy of "The Reactor Licensing Process" which details the procedures an applicant and the NRC staff must follow before a nuclear power plant can be constructed or issued a license to oper ate.
