& LIGHT COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE

'ND NEGATIVE DECLARATION The U.

S. Nuclear Regulatory Commission (the Commission) has issued Amendment No.

48 to Facility Operating License No.

DPR-67, issued to Florida Power

& Light Company (the licensee),

which revised the Technical Specifications for operation of the St. Lucie Plant, Unit No.

1 (the facility), located in St. Lucie County, Florida.

The amendment is effective as of the date of issuance.

The amendment changes License Condition 2.C.(l) and the Technical Specifications to authorize operation of St.

Lucie Unit 1 at 2700 Megawatts thermal power.

The previously authorized maximum power level was 2560 Megawatts thermal.

The applications For the amendment comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and I

the Commission's rules and regulations..

The Commission has made appropriate i findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

No request for a hearing or petition for leave to intervene was filed following notice of the proposed action.

PDR The Commission has prepared an environmental impact appraisal for the revised Technical Specifications and has concluded that an environ-mental impact statement for this particular action, is not warranted be-cause there will be no environmental impact attributable to the action other than that which ha's already been predicted and described in the Commission's Final Environmental Statement for the facility dated June 1973.

For further details with respect to this action, see (1) the applica-tions for amendment dated November 14, 1980 and September 28, 1981, (2)

DPR-67, and (3) the Commission's related Safety Evaluation and Environmental Impact Appraisal.
