This Draft Environmental Statem nt was prepared in accordance with the statement of general policy and procedur on implementation of the National Environmental Policy Act of 1969, as set f.

A notice of the availa ility of the Draft Environmental Statement, and request for comments is be ng sent to the Office of the Federal Register for filing and publication

A request for comments also is being sent to appropriate Fed al, State and local agencies.
